ELEBA’s Elevate Educational Approach is a new upskill workforce program developed to provide continuing education services for Kentucky residents. This new program will support the new integration plan of the Department of Education and the Department of Labor. This ED-DOL initiative merges the nation’s post-secondary education (ED) and workforce development (DOL).
Beginning the week of January 20, 2026, staff in the Higher Education Programs (HEP) Division of ED’s Office of Postsecondary Education (OPE) will be detailed to work at DOL as the agencies work together to better coordinate Federal postsecondary education programs. [Source]

The ELEBA Elevate Educational Approach (EEA) program goal is to design a comprehensive, career-based learning program, integrating local education and business stakeholder needs with targeted training initiatives. Our workforce mission is to emphasize the role of education as a tool to improve career advancement and economic stability.
